After the second meteor shower, Chloe never made her trip to the fortress, instead, she went back to Metropolis to see if she could find Clark somehow, who had disappeared during the meteor shower. Oliver was also in town, investigating a recent crime-wave and they end up bumping into each other.

Season 9 didn't happen. Set about four years post Doomsday. Everyone has kinda scattered, and they don't really keep in touch. And then the news breaks that...Lex Luthor is still alive. And everyone starts drifting back toward Metropolis because well, obviously Lex is going to be a problem.
